The head of Russia’s Wagner Group private military company, Yevgeny Prigozhin, said that his forces had taken Bakhmut, Ukraine, “from a legal point of view,” in a video in which he purportedly waved a Russian flag near a Bakhmut city administration building. NBC News was unable to independently verify the claim and Ukrainian officials have rejected the report.
