Thousands impacted by chemical disasters in California and Washington

In California, 16,000 people remain displaced as officials say a damaged chemical tank is still a threat. In Washington, a deadly chemical disaster at a packaging plant killed multiple people and left others severely injured. NBC News’ Steve Patterson reports.
