Many phone apps can collect all kinds of personal information to serve targeted ads. NBC News’ Jake Ward explains how a privacy group recently discovered that dozens of law enforcement agencies across the country have been buying that data in a piece of software called “fog reveal” which gives them the power to track the movements of 250 million Americans.
