A new bill called the Mandela California Act aims to cut down on the amount of time prisoners spend in solitary confinement, in addition to outlawing the isolation of younger and older prisoners. NBC News’ Harry Smith is joined by advocate Kevin McCarthy who recently wrote an op-ed for the San Francisco Chronicle about his time spent in solitary confinement.
