The U.S. General Services Administration has extended its OneGov offer of Anthropic’s Claude AI to the federal government, with the agency’s current listing showing the $1 offer expiring October 31, 2026, past the up-to-one-year term GSA announced when it struck the agreement on August 12, 2025.
Current Offer Terms
GSA’s OneGov listing for “Claude AI for Government – Enterprise AI Solution” prices the offer at $1 per user for executive branch agencies and the judicial and legislative branches, with an expiration of October 31, 2026. The listing covers Claude for Enterprise and Claude for Government, advanced AI capabilities for the federal workforce, and cross-branch compatibility spanning the executive, legislative, and judicial branches.
Orders run through GSA’s Multiple Award Schedule and other designated contract vehicles, and eligibility is limited to federal agencies. The agency’s official OneGov agreements feed carried the updated listing on September 17, 2026.
The Original August 2025 Agreement
GSA announced the original OneGov agreement with Anthropic on August 12, 2025, delivering Claude for Enterprise and Claude for Government to all three branches of the U.S. government — the federal civilian executive, legislative, and judiciary — for a nominal fee of $1. The 2025 announcement described the pricing as $1 per participating agency, with every eligible participating agency gaining up to a full year of access; the current listing describes the pricing as $1 per user.
The 2025 announcement states that Claude for Government supports FedRAMP High workloads, allowing federal workers to use Claude for sensitive unclassified work, and that agencies will have access to Anthropic’s frontier models with continuous updates as new capabilities are released. It also states that Anthropic will provide technical support to help agencies rapidly implement AI into their productivity and mission workflows.
GSA said the agreement supported the White House’s America’s AI Action Plan and two Office of Management and Budget memoranda: M-25-21, on accelerating federal use of AI through innovation, governance, and public trust, and M-25-22, on driving efficient acquisition of AI in government. Executive branch agencies procure Claude through the Multiple Award Schedule, while organizations in the judicial and legislative branches work through their designated contract vehicles.
GSA Acting Administrator Michael Rigas said the agreement showed the United States setting a standard for how governments adopt AI and would place advanced American AI models in the hands of the federal workforce. Anthropic CEO Dario Amodei said expanded Claude access across all three branches of government would help the federal workforce apply frontier AI capabilities and maintain a competitive advantage in serving the public.
Renewal Posture and Other OneGov AI Offers
GSA framed its approach to expiring OneGov offers in a September 10, 2026 release announcing a new agreement with OpenAI. In that release, GSA said that as OneGov’s offers expire, it is “renewing agreements where appropriate, ensuring continued access to critical AI tools.”
The same release detailed a 27-month OpenAI agreement expected to take effect October 1, 2026, offering a 50% discount on token-based usage across ChatGPT models, including those in FedRAMP-authorized environments, with no platform-access fee, no minimum orders, and no spend commitment. That agreement extends eligibility beyond federal agencies to state, local, and tribal governments, with ordering available directly, through resellers, and through supported cloud marketplaces.
The OneGov listing shows OpenAI’s earlier $1-per-agency ChatGPT Enterprise offer expiring September 30, 2026, and Google’s Gemini for Government offer, priced at $0.47 per agency for 12 months, also expiring September 30, 2026.
GSA reports that OneGov has achieved approximately $1.68 billion in cost savings for the federal government, with approximately $1.4 billion of that total stemming from AI agreements that expanded access to AI tools for roughly 3.5 million federal employees.
How OneGov Purchasing Works
GSA describes OneGov as a strategy for the government to buy as one customer, with the IT initiative as its first phase. According to GSA, the program secures discounts of 70–90% on software through direct relationships with original equipment manufacturers, drawing on more than $100 billion in annual federal IT spending, and the IT Vendor Management Office lists 25 discounts currently available through pre-negotiated agreements.
The program’s FAQ states that agencies must still follow the Federal Acquisition Regulation’s ordering procedures for schedule contracts, including obtaining quotes and documenting fair opportunity, when buying from OneGov agreements. It also states that many early OneGov limited-time offers are being executed through resellers during what GSA describes as an intentional transition period toward more OEM-direct contracts.
The extended Anthropic offer now runs through October 31, 2026, and the new OpenAI agreement is expected to take effect October 1, 2026.
