The International Court of Justice ruled that Israel must immediately stop its offensive in Rafah in southern Gaza to protect civilians. But the court has no way of enforcing the ruling, and Israel gave no indication that it would comply, calling its military campaign a “just war to eliminate Hamas.” NBC News’ Raf Sanchez reports.
