Parts of Atlanta and elsewhere in the South faced chaotic conditions after a historic winter storm that crippled travel by road and air. Atlanta was dealing with abandoned cars, and DeKalb County declared a state of emergency. Fifteen million people remained under cold weather alerts in the South. In the West, Nearly 20,000 people were ordered to flee an area north of Los Angeles after a fast-moving wildfire exploded, growing to more than 8,000 acres within hours.
