President Biden announced a ceasefire plan to end the fighting between Israel and Hezbollah in Lebanon. Israel’s war cabinet approved the plan earlier, and the cease-fire was set to go into effect at 4 a.m. local time Wednesday. NBC News’ Andrea Mitchell reports.
