Divers continued to search for victims of the midair collision between an American Eagle jet and an Army Black Hawk helicopter. Officials said both the plane’s and the helicopter’s black boxes have now been recovered. Investigators are looking at staffing in the control tower before the crash and reports that the helicopter was flying above the usual altitude, which put it on a collision course with the jet.
