The body of former President Jimmy Carter, who died last week, is lying in state at the Capitol Rotunda after being flown to Washington from Georgia. Carter was eulogized during a service at the Capitol, and a state funeral will be held on Thursday. NBC News’ Kelly O’Donnell reports.
