Rudy Giuliani was rebuked in court by the judge presiding over the collection proceeding for the $146 million defamation judgment against him for an emotional outburst, saying he cannot pay his bills. Giuliani spoke to reporters outside the courthouse and repeated his claims that he has no cash and decried the judgement against him as political retribution.
