Western intelligence agencies say they believe Russia is behind two recent attempts to smuggle explosives onto cargo planes in Germany and Britain. The explosives went off in DHL cargo hubs. A Western security official says cargo flights to the U.S. and Canada could be targeted. The story was first reported by The Wall Street Journal and confirmed by NBC News.
