There was heavy rain from the remnants of Tropical Storm Debby, and flash flooding emergencies were declared in parts of the Northeast, with some people rescued from their homes. Tornadoes were reported in Delaware, Virginia and North Carolina. Thousands of flights were canceled or delayed. NBC News’ Erin McLaughlin reports.
