President Joe Biden should not have said he would not negotiate on the debt ceiling Rep. Adam Smith (D-Wash.) said. “This looks like we gave in to the terrorist tactics of the Republicans, and at the end of the day, as I said, that’s not really what happened here. We negotiated a budget deal that we were going to have to negotiate,” Smith said.
