Representative David Cicilline of Rhode Island, a Democrat, resigned from Congress at the end of May, prompting a special primary election to begin the process of filling his seat. Nearly a dozen Democrats jumped into the race, and at least two Republicans will face off as well — though the district is so solidly blue that the winner of the Democratic primary is most likely headed to Washington.
