FERC Commissioner Philip Moeller tells TheStreet’s Joe Deaux its Order 1000 is trying to create a more competitive market place for the building of transmission. Moeller says regional entities have solicited proposals — many more than expected. FERC must choose the right of first refusal to build certain transmission projects. Moeller says expanding the transmission system will lower prices to consumers, and that urban areas may benefit most.
